This guidance describes the requirements that farmers in England must follow in order to comply with the Water Resources (Control of Pollution) (Silage, Slurry and Agricultural Fuel Oil) (England) Regulations 2010 (Statutory Instrument 2010/639)1, known as “The SSAFO Regulations.” (“the Regulations”.) These Regulations replace the Regulations first made in 19912 and apply from 6 April 2010

These Guidance Notes provide background information and guidance on the interpretation of the Control of Pollution (Silage, Slurry and Agricultural Fuel Oil) Regulations 1991 and as amended in 1997. These Regulations were made under Section 92 of the Water Resources Act 1991. The Regulations set standards from 1st March 1991 and came fully into force on 1st September 1991. The amending Regulations came into force on 1st April 1997. The Environment Agency (the Agency) are responsible for enforcing these Regulations.

Farms with a PPC permit must submit proposals for covering existing slurry stores to the Environment Agency within six months of the date of the permit. For new stores on these farms covers are mandatory.

Pig manures and slurries contain useful quantities of essential and minor plant nutrients providing a greater mix of nutrients than many manufactured fertilisers. The benefits to crop yield and soil quality from using organic manures under rotational systems are supported by the experience of many farmers.
